Forest face an uphill battle to sign the Derby County wonderkid, with Manchester United, Tottenham Hotspur and Crystal Palace also credited with an interest.
His foreign suitors include French Ligue 1 outfit Monaco and Dutch Eredivisie side Vitesse Arnhem.
Ebiowei has less than two weeks before his contract with Derby County runs out and the club have made an offer to extend his stay at the Pride Park Stadium.
The 18-year-old has emerged as a transfer target for several big teams after a breakout season that saw him make sixteen appearances in the Championship in which he scored one goal and registered two assists for the team coached by Wayne Rooney.
Ebiowei is represented by United Kingdom-based Nigerian agent Emeka Obasi, who also handles the affairs of Super Eagles stars Alex Iwobi, Josh Maja, Ola Aina, Joe Aribo and Terem Moffi.
